The Russian Legation at l’ekin claim that Russia’s intercession saved Prince Chun from the indignity of having to kow-tow to the Kaiser. London, Sept. 5. Tho Times says that the Emperor’s apology to Germany is hardly explicit. The Empress Dowager did not express penitence for Baron Kettler's murder, though she was the chief offender.
