Tho Trades Union Congress adopted tho Parliamentary Committee’s recommendation to obtain the House of Lords' decision as to how far picketing is allowable without rendering the unions liable for damage. The Congress rejected Ben Tillott’s motion in favor of a Court of compulsory arbitration to deal with trade disputes, representatives of 076,000 members' unions voting against aud 206,000 tor the motion.
