FRANCE AND TURKEY HAVE A SQUABBLE. By Telegraph—Press Association—Copyright Constantinople, Aug. 22. M. Constans, French Ambassador at Constantinople, has severed diplomatic relations with Turkey, owing to tho Sultan not fulfilling a promise to purchase tho French quays at Constantinople. Ono other point at issue is tho settlement of two French bankers’ claims for £300,000. The concensus of opinion in well informed circles is that the Sultan will yield at the last moment. The price stipulated for the quays was fifty-one million francs. Paris, Aug. 22. Tho cruiser Gassard has started for Constantinople, and a division of tho navy is ready to follow. FRENCH GOVERNMENT HOPE SULTAN WILL YIELD. A NAVAL DIVISION IN READINESS By Telegraph—Press Association—Copyright Paris, Aug. 28. Tho French Government is withholding tho making of full diplomatic rupture with Turkey, hoping that the Sultan will yield. A naval division is ready to proceed to Constantinople.
