By Telegraph—Press Association—Copyright London, Aug. 15. The Naval Works Bill, asking for four and a half millions beyond the Bill of 1899, has been read a second time by 178 to S2. The Bill includes one million for a breakwater at Malta, one million for extension of tho Royal dockyards at Keyham, and also additional coaling facilities at Gibraltar, Malta, and Hongkong. Captain Pretyman, Civil Lord of the Admiralty, explained that the Hongkong dockyard*would not be transferred to the mainland, an arrangement having been made which placed 34A- acres adjoining the present site at the disposal of the Admiralty. A Military Works Bill, providing further barracks aud port defences, was read a second time by 162 against 83.
