MILNER RETURNING TO CAPETOWN.

Twelve surrenderors who had boon armed for the purpose of protecting stock northwards of Volksruist have been captured by the Boers. Botha courtmartialled them, and shot four. The Daily Telegraph’s correspondent reports that Lord Kitchener’s proclamation is having an excellent effect. Boer families are coming in, and armed burghers are surrendering in increased numbers. Botha outlawed four other Boer surrenderors, and confiscated their property. Rimington’s Guides, 'in the course of successful operations in Heilbron district, discovered and released Andries Wessels, one of the Kroon stud Peace Committeo I envoys, who had been imprisoned, and was in rags, at Kaalfontein. Some time ago, it was reported that Wessels had been shot by Do Wet. The Times’ Pretoria correspondent states that Kruger is banking the stipends of the Boer generals and officials, who play on tho simplicity and patriotism of their followers.
