The Age, dealing with the annual report of the Administration of New Guinea, says it discloses that the only policy in force is that of stagnation. The Administrative staff exhaust their energies on little more than a series of holiday jaunts, collecting notes about the conduct of the natives and missionary efforts. This drifting had continued for a whole decade, and it was time something was heard about a development policy.
