THE DEBATE. By Telegraph—Press Association—Copyright Melbourne, July 30. The House of Representatives is lengthily discussing the Defence Biil. Members deprecated anything in the shape of making the force ornamental, and considered that the Colonials mustrely on Great Britain for naval defence of commerce, and that the Commonwealth would not for many years be able to afford the expense of an Australian navy.
