ACCUSATIONS AGAINST SCHLEY,
By Telegraph—Press Association—Copyright Washington, July 25. _ In Maclay’s History of the American Navy, licar-Admiral Schley is accused of cowardice before and during the- battle of Santiago. Schley has obtain el a Courl of Inquiry under the Presidency of RearAdmiral Dewey, The accusation is really a revival of the quarrel between Rear-Admiral Schley as to whom credit should bo given for the victory at Santiago. The quarrel has been aggravated by Sampson in his revision of Maclay’s book calling Schley a “ Micawber,” “ admiral liar,” and “ caitiff.”
