In the appeal ease Francis Time Company versus Carr, originally an action to recover damages for the seizure of ammunition aboard the steamer Baluchistan by the commander of the warship Lapwing in the Persian Gulf in January, 1898, the House of Lords has overruled the decision of the Court of Appeal, given in May last year, and found in favor of defendant, thus restoring Justice Gransham's original judgment. The Titles Bill will not be submitted this session, unless unopposed. It is rumored that a measure taking thirty seats from Ireland, which is now over-represented, and conferring them on the colonies, will he brought in. The Ayr bowlers defeated the Australian-, by 22 against 21.
Tiie House of Lords lias discussed the juestion of the King's declaration on the Commonwealth. The debate was of a desultory description, Lord Salisbury announcing that he proposed to bring in a .Bill dealing with the subject.
