By Telegraph—Press Association —Copyright London, May 22. It has been arranged that twelve thousand five hundred foreign troops shall bo distributed amongst the towns of Chili. Tho Legation Guards will consist of three hundred men of each nationality. The Boxers Hoeing before Liu met a German regiment. Ono hundred Chinese wore killed. London, May 23. General Chaffee and all American troops at Pekin have been withdrawn. Ministers reject the American proposal to reduce the indemnity, and have agreed to increase the import duties to an effective five per cont. Germany supports the British proposals for payment of tho indemnity.
