SECOND AMENDMENT TO FINANCE BILL. By Telegraph—Press Association —Copyright London, May 21. Sir H. Fowler, in moving his amendment to the Finance Bill, complained of ■ the excessive proportion of war expenditure, which had been met by borrowing. Sir Michael Hicks-Boach stated that a sum of forty-five millions sterling would bo derived from direct taxation. Ho expressed a hope that the taxpayers of the United Kingdom would not be indefinitely compelled to bear the whole of the charge which was imposed for the naval defence of the Empire. Mr Redmond moved a fecond amendment to the Bill. Mr Shaw secured an adjournment of the debate.
