A BANQUET.
AT THE COLONIAL INSTITUTE. By Telegraph—Press Association—Copyright London, April 25. At the Colonial Institute banquet there were 170 guests present, including Lords Strathcona and Jersey, Sir Henry Norman, Sir Fowcll Buxton, and many leading colonials. Lord Avesbury presided, and said the responsibilities of Empire must eventually bo borne by tho whole Empire. It was desirable to create an Imperial Council of State to provide for * the service of necessities for- the safety of tho Empire. Mr Goschen said that the Transvaal War had shown that the Colonies and Great Britain did not shirk from lavishing their resources for the dcfenco of Imperial interests. Lord Onslow said that a conference of eminent jurists would be convened at the close of the year to discuss the formation of an Imperial Appellate Court. - . .
