JAPAN PROPOSES TO LEAD THE WAY. By Telegraph—Press Association—Copyright London, April 20. The cruiser Alacrity starts for Nagasaki to-day. The Morning Post states that there arc strong indications that Japan proposes to lead a reform -movement in China, and overthrow the dynasty, because she is bound hands and feet to Russia.
