Wutingfang, Chinese Minister at Washington, has been instructed to advise tho Court whether the Manchurian agreement is inimical to-Chinese interests. Forty disorderly French soldiers liavo been arrested at Tientsin. Router learns in London that Lamsdorff’s assurances to Admiral Scott on the 6th, referred to Count Alexiff being in agreement over Port Arthur, on November 22nd, and not to Petersburg. The agreement was received in Pekin on February 23rd. If the assurances given on the 6tb that Russia was not engaged in negotiations wore true, a new treaty was arranged a fortnight following, which is gravely doubted. It is believed negotiations were progressing long prior to the 6th.
