CANADIAN FINANCE.
A GREAT SURPLUS. By Telegraph—Per Press Association. Ottawa, March 15. Mr W. S. Felding, Minister of Finance, has submitted his budget, showing a surplus of eight million dollars for last year over the ordinary expenditure. . He estimates a surplus for the current year of over six million dollars, and has announced that no change will be made in the tariff.
