In the House of Commons, Mr Bannerman and Sir William Harcourt condemned the army reorganisatisn scheme as unnecessarily aggressive, and suggestive of coming conscription. Mr Balfour denied that there was wanton aggression, and said it was imperative to be ready to defend the Empire and to comply with treaty obligations.
