In tho course of his address to Associated Chambers of Commerce banquot, Lord Salisbury said he considered that the dangers of foreign competition wero very hypothetical. Mr Gerald Balfour was less optimistic, and expressed wonder at the advanco and commercial activity of Germany and America.
