RUSSIA SCORES AGAIN
APPALLING FAMINE. DEMAND FROM THE CHINESE. By Telegraph—Press Association —Copyright. London, Jan. 25. Dr Morrison, the Times correspondent, states that Great Britain has withdrawn her objections to the Russian conditions in connection with the transfer of the Shan Hiakwan railway to Germany. Our position, Dr Morrison states, does not inspire confidence. When the Lusan railway, under French protection, is completed in 1906, there will be a continuous system of railways between Manchuria and the Yangtse exclusively under Russian and French control.
The famine in Shansi province is appalling. China has demanded possession of public buildings, cessation of expenditure, and the early withdrawal of troops. The Ministers replied that the mere acceptance of the principle of the allies’ demands was insufficient. The guilty must bo punished before the withdrawal is considered.
