Building Conference.

A FEDERAL COUNCIL ESTABLISHED. Per Press Association —Copyright. Christchurch, last night

At the Building Conference to-day the committee appointed to enquire into the question of establishing a Federal Council submitted its report recommending the establishment of such a Council, to meet annually in one of the principal towns, and to consist of two members from each Federated Builders and Contractors Association. The following members of the Council were appointed provisionally:— C. E. George and G. Clark (Dunedin), T. Carmichael and A. Johnson (Wellington), J. J. Holland and S. J. Clark (Auckland), P. Graham and J. Greig (Christchurch), and W. Werry (Timaru); Mr Graham to be convener. H. Pearce (Christchurch) and W. H. Bennett (Wellington) agreed to represent Auckland if p.osssible in case delegates from that place were not able to attend the Conference.

The question of opening tenders in the presence of tenderers was brought up and referred to the Federal Council.

Some discussion took place on the subject of dealing with deposits, and ultimately it was decided that the Council should be asked to sec that such deposits should be dealt with in some secure manner, so that the proprietors and architects could not deal with them for financial and other purposes. Mr Carmichael moved that the Council be requested to use its endeavors to got the constitution of Conciliation Boards and the Arbitration Court altered, and that no Government paid member bo on the Board or Court except the Chairman, and that each party to dispute should elect its own representative. He said that the Board should bo composed of experts in the trade in which particular disputes arose.

Mr Harrison (Christchurch) seconded the motion, which was carried unanimously.
