Russia is retaining complete military control over Eengteiu, a most important province in Manchuria, and allows the resumption of Chinese civil administration under Russian protection.

Niuchwang and some other places are not to bo restored to China until Russia is satisfied that pacification is complete. The Times says this agreement is utterly irreconciliable with Russian professions to China and the Powers.

The Chinese Government have notified the Ministers of Powers that it is able to guarantee performance of the demands.
