PROMOTIONS ON TESTS BRITAIN OPPOSES PLAN (10 a.m.) OTTAWA, June 3. Ninety per cent of some recent Canadian air-crew classes in the Empire training scheme have been recommended for immediate commissions under the new system of promotion. The Canadian Minister for Air. Mr. C. S. Power, told the House of Commons that the promotion of Canadian crews overseas was being stopped up, and he hoped soon that nearly all would be commissioned. Mr. Power outlined efforts to get the partners to the scheme to increase the air-crew promotions, based on the attainment of certain standards. Britain objected to Canada’s proposal of 100 per cent promotion to officers, maintaining that England’s experience was that not more than 50 per cent were fit to become officers. Mr. Power added: “This is not true of Canada, which has had more experience in training air personnel than Britain. Canadian officials are reviewing records, and every graduate with the requisite marks in his subject will be commissioned without consulting anybodv.”
