AXIS WAR CRIMINALS
UNITED NATIONS' INQUIRY (9 a.m.) LONDON, Oct. 17. The Governments of the United Nations are taking steps to form a War Crimes Investigation Commission, whose work will largely be devoted to the establishment of a list of war criminals, and also the collection of evidence against them, by the Governments of the occupied territories, says the Daily Telegraph’s diplomatic correspondent.
