CHILD REFUGEES

TRANSPORT TO U.S. ORPHANS FROM FRANCE (11 a.m.) WASHINGTON, Oct. 16. French refugee children who are being brought to the United States will not be of any particular race or nationality but simply those whose parents, from unoccupied France, have been forced into virtual slavery in Germany, leaving the children practically orphaned in France, the Under-Secretary of State, Mr. Sumner Welles, told the press. Asked if it were correct that 5000 children were being brought, Mr. Welles, declined to confirm or deny it. He said the children were practically destitute, providing a problem appealing to the deepest humanitarian instincts.
