FETTERING PRISONERS NO GERMAN J£XCUSE (2 p.m.j LONDON, Oct. 12. The Berlin radio, agairt excusing the fettering of -prisoners, said: “The German Command does not carry out Red Indian raids against British territory. It has no alternative but to take effective measures to lead the British back to a decent mode of warfare.”
