WOLIEN AND CHILDREN BRITONS AND GERMANS (9.30 a.m.) LONDON, Aug. 31. The Vichy News Agency states that an exchange of 280 English and German internees has been arranged. The exchange will be made .through Turkey beginning in October. The exchange affects 280 German women and children interned in Palestine since the outbreak of war and an equal number of British women interned in Germany and Germanoccupied countries.
