RISE IN TIME OF WAR SURVEY FROM GENEVA (Reed. Dec. 28. 2.30 p.m.) GENEVA, Dec. 27. The International Labour Office states that there lias been a great increase in unemployment in belligerent and neutral countries following on the outbreak of war. Only the United States and Canada show decreases. The mobilisation of millions and the boom in war industries has not absorbed the unemployed resulting from trade restrictions, the closing of peace time industries and the appearance of women seeking jobs. British unemployed, from mid-Aug-ust to mid-November, increased by 173,000, and the French by 14.000 during September. The German figures arc not available, but it is estimated that, there was fin increase despite the new labour -battalions and the demands of the munitions factories. The Belgian, Danish, Greek, Norwegian and Chilean unemployed also increased. The survey reveals a worldwide shortage of skilled labour.
