PROTEST EXPECTED
PAN-AMERICAN STATES (Reed. Dec. 26, 9 a.m.) NEW YORK, Dec. 23. The Rio de Janiero correspondent of the New York Times says that a joint protest from the Pan-American States against the invasion of Finland is likely to be released before the new year. The American committee on neutrality will meet at Rio de Janiero on July 15. It is expected to pass a resolution condemning wars of conquest.
