ACTION BY RUMANIA UPSET FOR GERMANY (Reed. Dec. 26. 9 a.m.) NEW YORK, Dec. 22. The Bucharest correspondent of the New York Times says that 24 hours after the signature of the Rumanian-German treaty, a difference has arisen through the Rumanian National Bank publishing a communique altering the export exchange rate of 49 lei to the Reichsmark, which was announced on October 24 to 44.75. The new level will affect only the exporters of oil, cereals and timber which comprise 90 per cent of the sales to Germany. The British Minister, Sir Reginald Hoare, has obtained a promise from the Rumanian Prime Minister, M. Tartarescu, to cease governmental efforts to lower the value of sterling on terms which acceded to any advantages that Germany thought she would have obtained on the Rumanian market. The outcome is certainly not clear.
