APPEAL BY MINISTER STATES OF LEAGUE (Reed. Dec. 20, 9 a.m.) LONDON, Dec. 19. The Geneva cc.rrespondent of the British United Press , states that the Finnish delegate Dr. Holsti. had informed him that Finland was of the opinion that the League of Nations should organise active help and not leave the fulfilment to indivioual members.
