MODIFICATION LIKELY IF HOLLAND ATTACKED (Reed. Dec. 14, 9 a.m.) BRUSSELS. Dec. 12. The Belgian Foreign Affairs Committee approved of a report declaring that the conditions on which Belgium’s neutrality is based would have to be modified if Holland were attacked.
