SOVIET DECREE
MILITARY DISTRICT RUMANIAN FRONTIER DEEMED SIGNIFICANT FATE OF BESSARABIA (Eire. Tel. Copyright—United Press Assn.; (Reed. Dec. 9, 1.30 p.m.) MOSCOW. Dec. 3. It is officially announced that a special military district is being created in the Odessa region along the Russian-Rumanian frontier. This is considered significant in view of recent indications, that the Soviet might demand the return of Bessarabia.
It is also officially announced that General Smuchcviteh. formerly commander of the Soviet air force in Outer Mongolia, has been appointed as commander in chief of the Red air force. | '
