ENGLAND TO BLAME 1 CRecd. Dec. 4, 9 a.m.) LONDON, Dec. 3. The Berlin correspondent of the Associated Press of Great Britain says that the German radio for the first time to-day revealed to Germany the outbreak of war in Finland, for which England is blamed.
