APPEAL TO LEAGUE
NEW FINNISH CABINET STRONG COALITION NEGOTIATIONS PLANNED (Reed. Dec. 4, 11 a.m.) LONDON, Dec. 3. The new Finnish Cabinet, headed by Dr, Rytis, held its first meeting this morning in a shelter in the centre of Helsinki. The new Cabinet is welcomed as a strong coalition. It is now forming plans to negotiate with the Soviet. The British United Press’ correspondent at Helsinki says that the Finnish constitutional Government, from a bomb-proof Cabinet room, appealed to the League to intervene in the Rus-sian-Finnish dispute on the basis of Articles XI and XV of the covenant. Meanwhile, the Pope has proposed to Britain, France, and Germany, an armistice from December 22 to December 27. It is interesting to note, apropos of the appeal to the League, that Russia has just paid the League the outstanding balance of her 1939 contributions, while Finland did likewise the same day. A Copenhagen message states that the newspaper Extrabladet says the Government has left Helsinki. The location of its new headquarters is unknown.
