The Finnish Legation in London, has announced me reconstruction of the Government on a wider basis, including Conservaivos. The reconstruction strengthens the Government internally and offers the possibility of resuming negotiations with Russia. The Moscow radio announced that a popular Finnish Government had been formed. It consisted of representatives of several Left parties and insurgent soldiers. The Government seat is reported to be Terjoki. which
