The Washington corespondent of the New York Times says that diplomatic reports indicate a quick move to take over Bessarabia may follow the attack on Finland. The Soviet has strengthened her air bases in China, including a base at an altitude of 10,000 ft at Hweiyuar, northward of the Tienshan mountains where pilots are undergoing training in high altitude flying and also of Hami, Ansi, Kiuchuan, Winwei and Lanchow, hinting at air attacks on Japan proper in the springtime in an attempt to force an agreement on the question of zones of influence in China. Russian planes and pilots are ref ported to be at Chentu, northward of Nanning threatening an attack on the Japanese in China if they decline to negotiate. It is reported from Berlin that Russia is concentrating troops on the Ukraine-Afghanistan border.
