LINGERING HOPES

POSSIBLE CONCESSIONS MOVE MADE BY FINNS “INSOLENCE” CHARGE ANGRY SOVIET PRESS (Reed. Nov. 30, 3 p.m.) LONDON. Nov. 29. The Moscow correspondent of the Associate Press of Great Britain says that the withdrawal of the Finnish border troops heightened the hopes of a peaceful settlement of the Russo-Finnish dispute, despite the continued violence of the Russian propaganda campaign. Wdll-infprmed quarters in Moscow stated to-day that Russia wanted a resumption of the negotiations in which she was prepared to make concessions, provided Finland did likewise, although Russia is so committed to the demand for territory iti the Karelian Isthmus that it is expected she would insist on it. Soviet newspapers denounce the Finnish “insolence" and meetings of workers, peasants and soldiers have passed resolutions virtually demanding war. Additional classes of naval reservists have been called up.
