INTERNATIONAL LAW ATTITUDE TO BLOCKADE (Reed. Nov. 29, 9 a.m ) WASHINGTON, Nov. 27. The German-American Chamber of Commerce protested to the State Department against the British blockade 'of German exports after which the Secretary of State, Mr. Cordell Hull, at a press conference, said the United States Government reserved ills rights under international law in all matters pertaining to the war, including the British blockade, but action was unlikely except in the case of specific damage to American shippers.
