ORKNEYS—SHETLANDS (Rccd. Nov. 22, 3.10 p.m.) LONDON, Nov. 21. The Secretary of Stale for War, Mr. L. Hore-Belisha, lias proclaimed the counties of Orkney and Shetland as protected areas as from December 1, precluding unauthorised persons from remaining there without a. permit.
