The Washington correspondent of the New York Times says the statement is significant in view of the British and French withdrawal of troops and the reports of a RussianJapanese commercial agreement, The State Department denied on November 13 that the United States would protect the and British concessions in China, but diplomats believe that the insistence on the rights of American traders will have the practical effect of safeguarding the concessions. A majority of the 470 American business men at Tientsin have their headquarters in the British Concession.
