RUSSIA AND JAPAN
TRADE TREATY PLANS VALUABLE POLITICALLY (Reed. Nov. 22. 9 a.m.l MOSCOW, Nov. 25. It is announced in Mbscow that Russia and Jaoan have agreed to negotiate a trade treaty based on the most-favoured-nation principle. Russian-Japanese trade Ls insignificant and a basis for large expansion is lacking. In view of this, the negotiations primarily ere valuable politically.
