NEW POSTAL RATES
REVENUE REQUIRED POSITION EXPLAINED “In fixing the new rates and charges, the Post and Telegraph Department endeavoured 1o distribute the burden as equitably as possible, but in order to obtain the additional revenue sought for war purposes, it was necessary to spread the increases fairly widely,” wrote the chief postmaster, Mr. A. M. Robertson, in a letter received yesterday afternoon at the meeting of the Gisborne Chamber of Commerce. As suggested in a letter written by Mr. H. Berkeley Tyerman on the subject, Mr. Robertson said it might be that the new rate pressed more on some items in a group than on others, but the department felt that if the matter was considered in a wider sense the chamber would agree that a threepenny charge for packets was not unreasonable under the existing conditions. The majority of those small "packets contained items of some value. The chairman, Mr. 11. H. DcCosta, said a letter had been received from Mr. Tyerman and had been referred to Mr. Robertson, who had replied as above.
