BRITISH TRADE RETURNS BUREAUCRATIC CONTROL (Woe. TVi. Copyright—United Press Assn.) (Reed. Nov. 20, 10 a.m.) LONDON, Nov. 19. The Board of Trade returns issued last week are disturbing, despite the fact that imports were well maintained in the face of U-boat activities. Exports, however, show a staggering decline compared with October of last year and re-exports were similarly affected. The Manchester Guardian considers that the figures provide the strongest possible argument for cutting clean through the bureaucratic and other obstacles now hampering exports.
