(Reed.’ Nov. 17. 10 a.m.) WASHINGTON, Nov. 15. The Belgian Ambassador to-day called on the acting Secretary of State, Mr. Sumner Weiles, and inquired whether there was a possibility of securing American merchantmen. Mr. Welles referred him to the Maritime Commission.
