The Tokio correspondent of the United Press of America says that foreign diplomats understand that the Soviet Ambassador, M. Smetanin, has started conversations with the Japanese Foreign Minister, Admiral Nomura, which M. Smetanin hopes will end in an understanding of farreaching scope. The German Embassy is following the negotiations carefully, but there is no positive indication yet that Japan is ready to consider a non-aggression treaty with Russia, despite the fact that the army has openly been conciliatory toward Russia in the past month.
