SPEECH BY HALIFAX APPEAL FROM HAGUE (British Official Wireless.) Reed. 9 a.m. RUGBY, Nov. 8. The German Foreign Office has suggested that the broadcast made on Tuesday by tire Foreign Secretary, Viscount Halifax, was to be 'regarded as a reply to the telegram from Queen Wilhelmina of Holland and King Leopold of Belgium to King George, which had been published in London two hours earlier.
It is explained that Lord Halifax had, of course, prepared his speech without any knowledge of such an offer of mediation, which, as the Prime Minister, Mr. Neville Chamberlain, stated in the House of Commons, was receiving careful consideration.
