PLANS FOR EXPANSION HUGE BILL INVOLVED (Reed. Nov. 6, 9 a.m.) NEW YORK, Nov. 4. The Washington correspondent o( the New York Times states that a bill seeking the construction of 95 combatant and 31 auxiliary vessels is being introduced early next session. It has President Roosevelt's support. It provides for new ships costing £2(10,000,000 and increases in the nival and air strength to the maximum, 0000. The new combatant vessels will nclude three aircraft-carriers, eight misers, 52 destroyers, and 32 submarines. The programme might be ompleted in three or four years. The eight battleships being constructed are deemed sufficient at .'resent.
