HALVED IN JAPAN
AID TO SHIPPING STATE GUARANTEES (Reed. Nov. 3, 9 a.m.) TOKIO, Nov. 2. The Domei News Agency says that owing to the shortage of material, the Government of Japan lias halved its plan to underwrite the building of 30 merchant ships.
