SOVIET TROOPS ARRIVE GARRISON EVACUATED (Reed. Nov. 3, 9 a.m.) LONDON, Nov. 2. A message from Liepaja, Latvia, states that four trainloads of Russian troops, munitions, artillery and lorries arrived at the military harbour, from which the Latvian garrison had been evacuated beforehand.
