Wo are endeavouring to create a region of securily and to prevent ail extension of the horrors of war. Our bond;; with the Aiiics and our "ommon ideals with them do not disturb the normal friendly relations with other States. We sincerely desire to keep out from the zone of war, provided our security is not compromised and our undertakings are not violated."
