LONG WAR FORECAST
FINANCIAL STRENGTH FRENCH RESOURCES (Reed. Nov. 2, 9 a.m.) PARIS, Nov. 1. The French Finance Minister, M. Reynaud, in a speech, said: "We must prepare for a long war, but our financial strength is sufficient. The return of capital, which started a year ago, has been continuous since the war. Our reserves are greater than at the outbreak of the war."
